Just a thought ... but why wasn't DMM management proactive? They could have easily given the government a tour of the mines well before the Decree instead of after.
Although better late than never, shareholders now have to hope that no games are being played by the government while we wait 6 months for a final law.
If the government is sincere, then DMM will benefit the most (ahead of ARU, etc) and stock will be a bargain even at these prices. However, wouldn't be surprised to see DMM trade between $3.50 and $4.50 until the next major news is released
