Here's my two cents on the email reply...

"No way the report prepared by 2 PhDs and a petroleum Engineer with many years of experience can’t be approved by the Exchange."

Let me paraphrase the sentence into what I believe is the original intent.

"Because the report was prepared by highly qualified people - 2PhDs and a petroleum engineer - there is no reason why the Exchange cannot approve the report in a timely manner, except for the fact they are very busy."

This is, I believe, why he suggests patience, as do I.
