Shorts don't cover unless they become worried that share prices will rise, which fits with what you say.  No argument from me.  Short activity does distort price fluctuations both on the way up and the way down and largely accounts for many of the sharpest rises and falls.  (I wonder if it is possible to make oil by processing the remains of shorters??  Hmmm)
