Is the NAG coal "clean"

Is the NAG coal "clean"I saw some suit on tv talking about clean coal.  What will happen if the NAG grab samples of coal are dirty?  Then,  NAG could go to  .015.  But it the trenching sample is clean then NAG could easily hit .075 after the potential hault.
