It's for 3 cents on the US side.
That would be 3.65 cents per share on the CDN side.
So yeah, insiders trading, picking up some shares from somewhere.
I agree with the pundits on this board.
I can't see any other reasonable reason for the activity other than someone is accumulating the stock.  But it would seem that all this activity would have, should have, some impact on the stock price, i.e., it should go up, at least a haypenny?

Maybe there is some cash flowing behind the scenes that we don't know about?  Hypothetically, for example, maybe a big brokerage house on the size of Haywood or this anecdotally referenced big European house is selling their shares above the table for 3.5 cents CDN.  BUT under the table they're getting additional funds from they buyer?  Is this possible?  I think anything could be possible where big bucks and backroom deals are involved.  Probably smoking cuban cigars, but that's okay as long as their smoking them in Canada and not the US!!!

Be that as it may, someone wants these shares and that's a good thing.  They can have ALL of mine today for US$1.00.  In fact, I'm going to put all my shares on the block in the form of a limit order for US $1.00.  Any takers?
