After noting that most other criteria do not apply to research and development companies, Section 7.10 of the TSX manual says that aresearch and development listed issuer "may bedelisted if it has failed to spend at least $1,000,000 on research anddevelopment, acceptable to TSX, in the most recent year". ISA is easily able to spend this amount per year; indeed, I believe it would be impossible for them to spend less at this stage (see below).

In their 3rd quarter report they wrote: "At September 30, 2008, the Company had $28,043,000 in cash and cash equivalents and $17,405,000 in accounts payable and accrued liabilities and long-term debt. [...]
Management believes that the Company’s current level of cash and cash equivalents provides sufficient funding to
complete its ongoing committed projects and conduct operations into the second half of 2009."

By the way, though I freely admit the possibility of immanent bankruptcy, I also wonder if there has been no reported insider trading because they are are in active negotiations for a solution to their woes. Would not trading while having knowledge of those negotiations be illegal?
