Confused about Shafter starting date

Confused about Shafter starting dateOn their front page https://www.aurcana.com/s/Home.asp it says:

The 100% owned Shafter silver mine in Presidio County, Texas isscheduled for start up in fifteen months at production of 3.2 millionounces silver. Shafter has a 43-101 silver resource of 24.6 millionounces Measured and Indicated and 22.8 million ounces Inferred.

and here (november 2008) https://www.aurcana.com/i/pdf/2008_AGM_Power_Point.pdf
it says:

Production
Anticipated within 24 months
– Start up at 3.2 million ounces per year

So is it 15 months or 24 months ? I am confused. Does it mean if the startup is scheduled in 24 months from nov 2008 it means we can expect production to start nov. 2010 ? Can somebody please clarify this for me ?
