If this in fact is true, than it probably won't be good.  If the news conference was scheduled prior to the admin NR, than he had this scheduled to discuss the administration, probably to announce that he has sent the petition, or that it is in admin.  I doubt he planned the videoconference to announce a buyout or good perspectives and than release an admin. NR.  That's how I see it, but I know absolutely nothing on how these things work.  Of course, something may have changed over the weekend.
