As i said, you will likely get this type of talk to scare investors. 
I have spoken to some of the key shareholders and they would not support a tender offer, so Severstal is stuck here as well. Mordashov wil not allow a 60 mil loss, as if they walk away, others will step in.
My sources tell me there were other serious bidders at .20 for the assets when Severstal stepped in.
If there is a low tender, my shares will vote no. Its important to understand that Severstal has no choice. They must continue to finance or they lose their investment.
The value is there, and Severstal likely wants 100%.  Very simple.

A few simple solutions would be to sell PLG stake, and make a new financing.
