Of course that's what he meant.  Obama to be inaugurated on Jan 20, so using "Jan 21 or 22" is just a shorthand way of saying "early in Obama's administration". 

Also, I don't agree much with Biden and think he's a bit of a wingnut, but he's right in principle here: Obama will be tested in some way relatively early in his "rule" (à la Cuban Missile Crisis or 9/11 -- who knows?).  He definitely will be tested early; it may or may not occur within the first 6 months of his administration.
