Oppinions on Debt owed??

Oppinions on Debt owed??$547.5 m/us + $100 m/pounds?
..Reading the article I am not sure if the $100 million pre-development credit facility is spent or ??
If it is spent then the debt owed is @ ($ 850 million canadian) .
