The relevance is that the power call is being revised down 40% to 3,000GWhrs. The process of bidding "firm" power into the grid favours run of river and solar. One of BC Hydros' concerns is that only 1 in 3 independent power projects proceeds. That is why the statement, they don't want to limit  acquiring green power to the competative process, is bad news for small caps bidding into new call. May give more value to existing
producers? Turbine supply is loosening up as US projects get delayed or cancelled, price decreases are already happening.
