very powerful (legal department anyway)  Nez Perce Tribe in Northern Idaho during the time of DEIS.  If he is the same person, he is a PhD and made a presentation at the 2006 N.W. Hydroelectric Conference as the spokesman for the "Spokane Tribe of Indians" on "water, fishes, electrical power, and irrigation". How that ties (him) into FCO and the ICP  - I have no idea. Only conjuncture is that he is involved with the NOAA-Fisheries in some way..
