Thats a generous 91% over the Total Indicated + Total Inferred resource (as outlined in Andina April 3rd corporate overview) multiplied by the 72% recovery rate also indicated in the corporate report.
The link from the 13.8m ounces takes you to Andina's website under 'Resources', and the only way you can come up with 13.8m ounces is by using the 0.3g/t Au cut-off grade which is beyond useless as they have indicated the economically viable cut-off grade is 0.5g/tAu (again stated in the corporate overview).
The one useful piece of information this article manages to highlight is that Andina is a likely take-over target, something that anyone could figure out if they do there own DD. Even if this company doesn't get taken out, it still has very good and capable management in place to progress this project. A JV is possible too, as they already have projects in Chile with Iron Creek, and Hochschild.
Do your own research, don't rely on misleading articles such as these.
