Why is this stock whimpy?

Why is this stock whimpy?I don't understand why this stock does not have more beta. Everything I read and  hear about this stock is that its a great company and great value for its stock price. Yet when the price of oil drops this stock drops faster and further than its peers and when the price of oil goes up it seems to go up slower and lower than its peers. Its doesnt seem to have a committed following?
