States have very powerful rights in the US.....that is a place where the federal officials tread pretty lightly....as an example....each state has it's own criminal code, even in a federal election in the US...not only does each state have a different voting laws....like who is eligible....but each county in the US has it's own way of voting....and it's own election officials. Their voting system is totally different then ours.
State rights are supreme ..........Richard
