Any down time on the steam and the formation cools, loses pressure and needs time to get back going. Fractures don't seem plausible to me as this is flexible bitumen not rock. With so many well pairs, taking one set down at a time for a work-over/repair is pretty inconsequential anyways.
Give them a long stretch of good steaming and production will really start to pick up.
