I may be wrong, but 2D is not much to be excited about.  This tells me that the DRC is a long way off from proving itself.  2D is often used to placate the local government and satisfy the minimum requirements under a license, basically delaying making a serious financial committment to a project and buying time.

Also, with having Russians and now the Chinese as partners, we are at an even high risk of being taken advantage.  What's to keep them from deep sixing us?  the rule of law in Africa?
