I checked the TSX for information concerning HRG and the listing review. I cannot find any "news" from the TSX. Here is the link https://www.tsx.com/en/news_events/news_archives/toronto_stock_exchange_archives/reviews_suspensions.html

If you calculate Nov 21, 2008 plus 210 days you get June 19. 2009 (if you do not include Nov 21, 2008) Does anyone have firm evidence that HRG is not in compliance with TSX rules and regulations? I will dig into the rules.

I think it is more fear mongering on behalf of Severstal.....just a guess.
