My interpretation is that vaccines are part of 'drugs'
Also, when a virus becomes immune to drugs it is because it is mutating and in that case, even if the vaccines are not part of drugs, researchers would be in a constant race agaisnt the vaccine's mutations.
When is the next End of the world forecasted ?
