HRG Situation

HRG SituationHey Guys, i've looked through the last few months of news and some posts here but I can't make sense on the situation. Can someone explain?

So far i've gather that Severstal owns about 60% of HRG, issued a bid for .18, then raised it to .22, then raised it to .30 with a deadline of Aug. 10th. I also saw news that said the deal closed, but by the comments here it's not been tendered by the remaining 40%, so do we have a takeover or not?

Potential investor and I want to understand what the heck is going on here.
