Management will secure financing before major operations take place. As noted, they have exisiting infrastructure that greatly reduce CAPEX. In my opinion, this one will have a ~$2.0 share offering which would be close to a 25 million addition to the small float of 31 million shares. That would put the companies market cap of just over 100 million which is in line with the 25% equity interest Mitsu purchased.
