When that snippet of news was found that the Mongolians wanted all of the original survey, etc. documents from the Russians, that was exactly what went through my head too.

They are probably desperately looking to find if they even provided yak to the Russians in their original exploration of Dornod, then they could then say they provided capital to the original exploration.
