RBC's stock rating is a consensus rating compiled from analysts ratings.  It is an average rating so if there was only 1 rating of 1, that would be the rating.  Doesn't mean much unless you have multiple analyst ratings (even then, as recent events have shown, what do they know, rather go on my own).
