Price of oil fell big time, sales of everything under the sun fell. Profits became hard to find pretty well everywhere, it is cause and effect, both ways. When economy strengthens, so will the price of oil go up..." 
 I find almost all other Juniors are still trading despite the economy, etc.  Some experts even add that oil price could remain stable for the next two years.  Imo, the economy could not be the major cause of this halt.  Unfortunately, I remember another Junior I held that was halted.  It was just a question of re-stating financials.... 18 months later...

At any rate I hope you're partly right and, as you say: "...then TEI will reap the rewards of those quotes they put out and the work done in China, Europe and North America..."
