Only if one takes into consideration the quality of information driving the market. If the information driving the market is good, high quality information, you are correct.
All things considered, the markets are more often then not wrong when it comes to the Canadian Juniors for that very reason...poor information, blatant misstating of information and outright lies put forth by insiders and "others" for the sole purpose of manipulating the price of a stock.
The application of the NI 43-101 standards is a joke and as with most laws, hinders the honest and serves only to provide camouflage for the manipulators.
