RE: Bulk Sample

How can you be certain we'll get bulk sample results by the end of the year? The Sept 17th press release stated that they are apply for a permit. Does anyone know how long that process takes? Is there any chance they won't receive the permit? How long after the issuance of the permit would the bulk sampling usually take?
