The deal will still need to be approved by shareholders after the it is approved by the companies. The market seems to want absolute certainty that the deal is a go before it pushes the price up sustainably.

I think we could see a rise in sp after the deal is announced, but a fall below .70 after the realization sets in that there the shareholders still need to vote on it's approval.
