What is going on?

What is going on?I saw wind energy get a favorable mention in some financial articles, and I don't understand why WND isn't able to better capitalize on the green movement, although I realize Obama's green-related incentives are still coming online...

LOM gave it a 4.10 target in June, and Research gave it 2nd place in its list of 19 clean tech stocks...
