I thought there was a 4 month hold

I thought there was a 4 month holdI just went back and checked the press releases.  There wasn't a 4 month hold on the new shares.  I thought most of the time there was 4 month holds.   Good thing is the expected selling pressure should not be there as I had assumed in November.

But when I was checking, i noticed the July 29th press release:

"
As previously announced, a project to replace valves and conduct
maintenance on the water treatment plant during the third quarter of 2009 is
planned to further optimize steam production. We expect the cost of these
activities will not be significant but will result in scheduled downtime in
the third quarter, impacting bitumen and Premium Sweet Crude (PSC(TM))
production.
"

So did they already do this shutdown and fix before the Nexen announcement or is it still coming?
