RE: someone is kicking themselvesThat doesn't happen unless you are dealing with an "odd" lot ie: 100 shares and then the market price is not affected.

Obviously someone saw that the "asks" had dropped off and elected to sell through all of them which started to action "stop losses" etc.  There is nothing unlawful about that.  It is just what happens with a very volatile stock like this and also one with a lot of consumer interest who on occasion put too much money(as related to their own net worth) and thus use stop losses to ensure they can survive any downturn.

I would not be surprised if the actual FDA decision has not even been considered.  No doubt it needs to be finalized in some form of "board" situation which likely requires substantial advance scheduling.  This is likely where projected dates like November 4th come from.  They know when the board will sit.  The board is mandated to reach some form of decision - Yes, no, maybe.  They know how much time after that it takes to process administrative details relating to release of the decision.
