I suspect that is a pretty accurate scenario.  In these days of "micro" examination of board room activities, those involved are full aware of the millions of dollars that could be at stake if there were leaks.  This type of thing(the decision) is an everyday occurence at the FDA and there is no doubt that protocols are well established and defendable against accusations of ill gotten gains.

I am not suggesting there hasn't been manipulation in this case.  It seems readily evident that such has occurred.  In my view someone with deep pockets has recognized a developing situation that can be taken advantage of within the rules of the market.  They have agressively pursued that course of action and based on todays activities have likely been richly rewarded. 

Some will say, "that's not fair".  Life's not fair and this game is not built on "fairness".  It's all built on the GECKO creed of "greed is good".  We might cast stones but each one of us also has a bit of that lying within or we wouldn't be investing in the stock market to hopefully increase our dollar based worth.
