With new TSX rules,can they do this?

With new TSX rules,can they do this?I'm not entiely sure that they can do this whithout a minority shareholder approval ? I recently read something to the effect that athe TSX changed rules whereby the corporation cannot act unilatteraly where it affects ownership  whithout a meeting of minority shareholders?

Anybody else read that announcement by TSX?
