But they have a history of making it sound like they are on the brink of finalizing everything. If you go back to March, they were giving the impression that all the ducks were in a row.  At the BMO conference they talked about things being on the verge of being wrapped up, and that was back in february.

I agree with those who give management some credit, but this is not the time to say "keep up the good work" guys.  Yes, working in Africa is difficult.  OK, the Chinese can be a challenge. But a problem is that the management has no credibility regarding its timetables--and i dont care that it is in Africa--don't they know that they are doing this with the congolese and the chinese?? ?  They should factor that basic info into their planning.  This is why the sp is so low, their credibility and transparency are awful.
