RE: "Iterative"The use of the word "iterative" also caught my attention.  It does mean doing things more than once, a repetition...as people say "to re-iterate"....as in, to say again. It is not in itself negative term, but I do have to share with number that perhaps this choice of words reflects a diplomatic expression of frustration.  Why else say it?  i am speculating, but the use of such terminology perhaps is a diplomatic gesture, indicating to investors that things are slower bc the chinese have a bureaucratic process that maa didnt anticipate, while trying to not piss off SH.
