Reading on the Pemex story and problems they are facing, it seems that part of their problem is that they were actually hiring service companies to drill wells and these companies were not accountable for the production resulting from these wells. But it looks like they are trying to get away from these type of contracts. In the case of WEE, it is however Pemex (not a service company) who made the call to try Powerwave. As for the deployment plan, they have decided to give the responsiblity to WEE and other contracts will probably come only if they can show that it solves their problem.
In the Gahar case, my understanding was that Haliburton would decide which technology to use since they have been awarded a turnkey contract and they will engineer and manage the entire drilling operation. But that's just by reading the article and I could surely be wrong.
