Why Go For Financing Now ??

Why Go For Financing Now ??Why is Cornerstone going for financing now?   Why didn't they wait until they obtain its drilling permits or started it drilling program and hopefully at that time share price would be a little higher?   So why dilute it shares for sure a low value;  some 16,000,000 shares extra plus another 8,000,000 share for warrants.  There something that doesn't add up here.
