Freemax, that's a fair questionand the answer may be found if we examine company comments made along the way. The existing 43-101 is dated
2004. Ecometals stated its intent to produce an updated 43-101 as the first stunning drill intercepts were released in May
2006 (below). As great intercepts kept piling up it's difficult to pinpoint a cutoff point to update the report, hence it was not produced in 2006 or 2007. Ecometals continued to mention they're working towards an updated 43-101 in their MD&As (below).
Presumably due to the mining mandate and related mess in Ecuador there is no further mention of updated 43-101 after the March 2008 MD&A released in July '08. Why allocate funding to a 43-101 report when the entire sector is on hold?
Now that the clouds are clearing Ecometals should have more to say on Condor once the rules are published in the Registro Oficial.

Reporting of drill assay results have been confirmed by Dr Howard Lahti independent qualified person. Dr
Lahti is also preparing a revised 43-101 report for filing in due course.

Exploration Program
The exploration program on the Condor project has focused on obtaining sufficient information to enable an updated NI43-101 compliant resource estimation for the Los Cuyes occurrence, a pre-resource estimation of mineralization for the Soledad area, and a geological evaluation of the adjoining areas within the Complex.

The program is designed to upgrade the mineral resource to indicated and inferred
categories in the Los Cuyes sector, and define and expand upon the geological
boundaries of the Soledad sector. An updated independent mineral resource
estimation is planned for the first quarter of 2008.
