When a transaction by an insider is made, it is marked by the broker as being such. Thus, the transaction is registered with the TSX before it is actually filed with SEDI (I am not sure how long they are allowed to wait?). Later that day, you can go to TMX.com and look at all the insider transactions for that day.

As you pointed out, if this transaction was in fact a market buy, then that would be the first since January, actually. Not huge money, but still someone had enough confidence to sink $15k into it...not exactly chump change. I think they have managed to get themselves out of trouble nicely, and won't be 3 cents too much longer.
