When Rafael Correa was elected president, he declared the mining laws of the country unfair to the people, and lacking environmental protections. He also ran into fierce "anti-mining" opposition by NGO's. As a PhD in economics, he understood the value of mining, but politically, the need to undertake it in a politically satisfying manner. That accounts for the delay. The new mining law did approve many mining claims, and protect the environment. But- there is no single website providing any comprehensive info. The battle with the NGO opposition continues. We have come a long way from the dark days of the initial halt to all mining activity (which resulted in the fire sale of Aurelian) to today. Be content that there is light at the end of the tunnel
