My understanding is that attendance at the Regent's annual meeting will include shareholders who both are tired of business as usual and hold more than 50% of Regents shares. If this attendance happens, the issue with US shareholders maybe mute.
If this attendence does not happen, I know that shareholders can force a Board of Directors vote at anytime in Canada by court petition. This forcing of a special meeting by petition requires the petitioning group to control about 15%-20% of the outstanding shares. Been awhile since I was involved in such an action and the company was not publically traded but I would guess that with a publically traded company, the petitioning would be much easier.
Additionally, the company has to bear the cost of the special meeting and the petitioneers the cost of the attorney to file.
