If you toured the plant after the AGM, you would know that most of the equipment is already purchased and on site being installed as we speak. The third floor addition is only HVAC by the looks of it. The other floors have been under construction for months, (at least they better have been with all the contractors around)

The requirements you point to reaching whole scale production may be correct, but a number of them are done and some of them are concurrent.

Better recalculate. It's a guess, but my guess is early 2011 for full production pending demand.

However it's all moot until demand is mandated or regulated. It's also all irrelevant because I suspect if I needed 20 million doses manufactured for me, it could be arranged with little delay. Just less profit if it's farmed out.

IMO unless the world goes vegetarian, there will be a market after USDA license. The lawyers will make sure of that.     Tender of equipment specifications and selection of suppliers - three months.
Detailed design and costing of equipment to 80% accuracy - two months.
Delivery of equipment (longest lead time is fermenter) - 12 months
Installation of equipment and commissioning - 3 months
Training of new personnel on equipment and process - 3 months
Scale-up of production process and processing - 3 months
Inspection of facility by CFIA/USDA - 3 - 6 months, depending on regulators schedule
Production of three serial lots (requirement by CFIA/USDA for facility license) - 3 months
Formulation and testing of serial material - 2-3 months

So, the total time it will take before any product is ready for sale will be 35 - 38 months from mid-summer 2009. This means that even without any delays in the reconstruction of the facility, and assuming that everything goes smoothly with the production scale up and manufacture of the serials, no approved product will leave the new Belleville facility before mid 2012.
