RE: Pausible explanationI doubt it.  I think the management would try to avoid another 20M shares dilution at this price.  That's why they may have ask PMI to not exerce their rights.  In that case, there's no way people will sell their shares at .70 to get into a higher price PP. 

I'm pretty sure the management knows that we have a 2$ stock really soon and if they want another 10M$ for future phase expenses, they will raise 5M shares instead of 15M (at this 0.70$- 0.80$ level).  That' the mean reason why PMI refuse.... My theory
