The reason is a simple one: there is no statute to mine in Ecuador. Nationalistic stands are embedded in the constitutional amendments of the last assemby and only a willing comunist chinese company can take the punt and pay this kind of money just to try out a change. As for the rest of conducts, they are simply not in place in Ecuador. Mina Justa and the potential expansion in Peru is competing with other reserves in the coastline, by the seaports and ready to be packed and shipped. Peruvians want to chase and surpass the chileans. To achieve that they are ready and credited to back another large scale investment. There will be nothing new if Chariot goes. Peru has proven as a liable tenant of a mining statute in large scale projects. So, investing 2 or 3 billion in a mine in Ecuador is still just a crazy idea. Just as it would be in Bolilvia or Mongollia. You really need a credited government to justify the kind of decisions that are involved to make the pass from 3 cent earth copper to 7 or 10 cents.  Peru, Chile or Brazil have the frame to justify a higher price. For good reason. Last expropriation? Venezuela, Bolivia and Ecuador are competing to prove the tops. I would not say the chinese are screwing anyone. Rather the opposite.
