Is China guilty of dumping their products?

Is China guilty of dumping their products?Just as the US has levied duties (a few weeks ago) on $2.8 billion worth of Steel pipe being dumped into the United States, you have to second guess that the Chinese would dump anything into the American market just to achieve volume of production in their own Country.  I remember, approx, a dozen years ago, Dofasco was keen on producing superior grades of flat rolled steel for the automotive market.  This was the CEO's justification for scrapping their #1 hot mill in favour the new mill. Obviously, this new upgraded steel would demand a higher selling price.  At that time, Mitsuibuishi announced they would substitute the higher grade steels in their autos with an inferior grade (plain low carbon) to enhance their profits.  I remember sending this news article to the CEO with awareness of what he is up against.  I am not saying that Mitsuibuishi is Chinese but this is an example of what our Canadain Manufacturers are facing.  Something smells in Denmark over this reissuing of tenders.   I hope the Harper government can see through the schemes.  My guess is that they will.
