Where are these PP guys?

Where are these PP guys?If someone was willing to buy 25 mil shares at .20 why are they not jumping at the chance to buy in at .15 or less? Instead, we're seeing large positions being sold off.

And why do I have to go to their website to see this news release? I find this all terribly vexing.
