Just for the hell of it, I sent an email to the President of Lakeside Steel on Saturday and impressively he replied on Sunday !! Now there's responsive management !

Anyhow, I asked what the status was of their PCB disposal program. He was unwilling to be explicit but said that it was all still in process and and that they would provide further information over the next few months.

To me this suggests that the contractor for $7 million of remidiation is still to be selected and announced.
