not a scamThis is for the poster who suggested that Mr Bailey had put out this news in order to sell his shares at a higher price ie. 5-7 cents.

Such a move would be considered "price manipulation" and would actually be illegal. I'm sure Mr. Bailey, being an extremely knowledgeable person and a expert investor, would never consider such a risky move.
By making his offer, even unoficially, he puts his name and reputation into play. I think we, as investors, need to take this at face value, and realize that this is no mickey mouse trick.
