Just when I was about to commend you on a great post, you've got me looking at XFN and my kids RESP.

Moses, I didn't say the milestone payments will cover the plant. I said, "Bioniche expects that the milestone payments from ENDO will cover their non-capital costs." MCC Plant costs are 'capital costs' and that's what the government loans (and/or grants or some combination of both) are for.

ENDO milestone payments, according to Bioniche's annal report, were expected to cover Bioniche's part of the Phase III test. These are the 'non-capital costs'.
It'll be even better if ENDO goes for the world-wide rights; then ENDO pays all future costs in Phase III and Bioniche still gets cash for any milestones.

As for the announcement, oops, I was incorrect to say, "Phase III b start-up has been announced". Please forgive; I should have said, "Phase III b has been announced". (See: https://www.bioniche.com/research.cfm which says this phase will involve "800 patients in North America, Australia and Europe and is a double-blind, randomized study".)

Interesting on that page is the word, "recruiting", located in the 2nd line under Clerical Studies and referring to the 105 patient study (Phase III a) , is a link to the US Department of Health page (https://www.clinicaltrials.gov/ct2/show/record/NCT00406068) that says that the 105-patient study is ongoing but not enrolling any more people AND it states that the "Last Updated Date" for the 105-patient study was January 18, 2010 (just under 3 weeks ago). [this is he best part of my post and I've save it at the end]

I hope this clears everything up, and we can continue to discuss using the same definitions. (Good catch on that 'start-up" error of mine; it's nice to know that someone is reading my posts.)
