Plexmar purchased the plant from the Peruvian Government. That fact is in every MD&A available.
It would seem logical that Plexmar would not pay for nor would the Government sell such a plant if there were not permits and relevant environmental studies in place.
BAsed on this logical think, in April (Assuming it's ready) the refurbished plant would be able to do what it was designed to do @ 60 tonnes per day
The EIA study and further permitting would be required (per peruvian mining guidelines) to expand the plant to 120 tonnes per day. For this we may be waiting longer than Q3.

Elmencionado Reglamento exige que una parte que solicite una concesiónminera o de tratamiento de mineral o una operación existente queincremente su producción o el tamaño de su planta de beneficio en másdel 50% debe cumplir con la presentación de un EIA del proyectopropuesto.
Translation :
That Regulation requires that a party seeking a mining or mineral processing oran existing operation to increase the production or the size of itsplant in profit in more than 50% must comply with the submission of anEIA for the proposed project.
